For people just starting: What are your research interests? What questions do you want to pursue and why? What do you know already, and what do you want to know more about? What keywords can you use to do a Google Scholar search on research articles in your field?
For people working on comps: What are the boundaries you’ve set for your research question? What are the counter-arguments to your claims, and who says them? What are the things you feel like you need to know in order to round out your argument? What IS the argument you are trying to make?
For people working on thesis: Code your work, write down themes and trends in your data. What are your hunches? Where do you want to pursue, and what research do you need to know in order to pursue it? Make a to do list of the stuff you need to do this week, then write a plan.
You may not have what you want, but you will ALWAYS have the things you need. These needed things will give you a spring board to get you where you want to go.
